At the end of 2020, on December 30, Chinese President Xi Jinping held a highly anticipated transnational video conferencing with four European Union leaders including Germany’s Chancellor Angela Merkel, French President Emmanuel Macron, European Council President Charles Michel and European Commission President Ursula von der Lein. After the video call, the European Union announced in a press statement, “The EU and China concluded in principle the negotiations for a Comprehensive Agreement on Investment (CAI). [1]

The China-EU CAI has brought about as much public attention to the world as the Regional Comprehensive Economic Partnership (RCEP) signed a month and a half ago.


The meaning of CAI to globalization


The significance of CAI is not only for China and Europe, the deepening of cooperation between China and Europe and China’s greater opening-up is also positive for the current uncertain  globalization. The outbreak of the Covid-19 epidemic in 2020 and the world’s most powerful country -the United States from 2016 to 2020 has continued to advocate withdrawal and “decoupling”. In this context, the significance of the completion of the China-EU CAI goes beyond the narrowly defined level of bilateral cooperation.

After the Regional Comprehensive Economic Partnership (RCEP) [4], China-EU CAI has injected another confidence stabilizer into the globalization, igniting the hope of certainty amidst numerous uncertainties. This shows that globalization is still the mainstream trend. The major powers in the world still hold high the banner of supporting globalization. This is bound to increase cooperation and communication among governments, enterprises and individuals.
